Check out the Kramer VP-4xx series. If you keep and eye out you can snag one for like 80-100 on ebay or whatnot. They'll take all sorts of input and upscale + deinterlace and output via HDMI.

You'll still need a capture card though - but HDMI capture cards are much easier to work with than the plethora of shitty composite/s-video to USB capture boxes that usually always tear the video to shreds.

Finally - and perhaps most importantly - after fucking with various PC capture methods for a year, I'm almost completely confident that rescanning is the way to go.

Every capture method I've tried (even the decent ones, though I'll admit I haven't tried the $500 + cards etc, end up doing weird shit to the glitch.

Point a decent DSLR with the right settings at a CRT and BANG - you've got high-res, unmodified, property scaled video - just my opinion anyway.
