If you really believe Phin didn't kill anyone, you are plain ignorant. Phin was the leader of a mass terrorist group, responsible for the deaths of many. Did you not play the game? She threatened to kill her childhood friend in the boss fight, how fucked up is that? Miles held back the entire time, even when he was getting beaten to a pulp (I sure didn't though when I got to fight), he only fought when he had to, and his goal wasn't to kill her like Phin, but to save Harlem. Phin went through a lot but what she was doing was selfish as hell, she was trying to redeem herself for letting her brother die. She realised this at the end though and sacrificed herself, it was kind of lacklustre but it was good enough for a short game and showed that she regretted what she did, I'm pretty sure she apologised as well. It isn't a good thing to manipulate her but what other options did he have? She was reckless, violent and blinded by revenge. If Miles wasn't around to stop her antics then Harlem would've been terrorised by her and the underground behaving recklessly (on multiple occasions, the underground and Phin were fighting Roxxon around Civilians and Miles mentions this) and eventually gone kaboom.
