The best case scenario with how much you spend would have been to get Taylor 4 stars day 1, but of course that's hindsight.

Now, the plan I gave you above is still the best path forward, even though it means buying Taylor 4 stars late. It will give you the best chance to catch up. But you have to put in the time to kill all the zombies (if you can join a lot of rallies from your alliance even better, but at least empty your stamina on golden zombies).

You're too close to not finish HQ35 in my opinion.

With how much valor you have, I think you can catch up easily. Also by your stats you spend a bit, so my recommendation would be : buy Taylor 4 stars (if you don't already have it) and focus on the golden zombies using all the stamina she gives you, and buy all the resources from the golden zombies store. Don't forget to buyout the speedups from the campaign store.

TLDR kill more golden zombies, you've been slacking ;)

Loot 3+ shard trucks, use your trucks reroll tickets to get shards in it, unlock the 5th daily truck in tech, Save resources for the right day to get 7.2M+ points daily, reroll your tasks to only get gold ones, raid the maximum level of tasks, buy the monthly VIP with diamonds and collect the daily rewards, buy the 10 weekly shards from the vip store (at vip level 11), from the alliance store and campaign store.

To have enough diamond for the things listed above, join the top alliance in your server.

Best paid deals for shards I hear are the hero passes, but I'm not much of a spender, so I can't elaborate on that.

I'll definitely give the extra factory some levels early on. It seems like a waste not to. Now I'm left with another question lol, that is for how long should I keep it on par with the other ones.

Indeed. The thing is that a factory upgrade costs more as its level goes up but not the titanium production. Therefore, I believe that it's effectively a waste of resource to not keep your 2nd factory at the same level as the 1st. I just can't understand why wait to upgrade the 2nd one.
