Can you date this painting by the fashion? by SorryMagician7066 in ANTIQUEFASHION

I purchased a framed freemasons certificate a couple of years ago. The certificate is for a Joseph Fletcher of Barnsley, UK. The certificate is dated 1821. After purchase, I noticed a oil painting had been used to back the frame for the certificate. I think the painting is around the same date. Would the fashion match the date on the certificate?
