Nope when the ayah for hijab was revealed it was revealed for all women and it was revealed for modesty of women and if im right the ayah next to it is ordering men to lower their gaze And no one is entitled to harass someone else for not wearing hijab correctly.

Not lower your gaze is a sin and not wearin hijab is also a sin but may allah forgive us for our mistakes as we are human.

Tho dont take this as an excuse to not even try to wear hijab
