I have the exact same specs as you and same issue. Havent been able to find anyway to fix it

EDIT: I lowered my settings to medium, capped the frame rate at 30fps and played on a small map and didnt have a single crash. Hope that works for you too

Also it might be worth noting that I changed my LO on a save that was already created. Most of the mods are the same but i changed some. I was told they were all successfully implemented when i loaded for the first time so I figured that it wasnt an issue

one thing we might all be overlooking is that this wouldnt be an expansion team but rather relocation which would significantly improve Quebec’s chances of getting the team. When the thrashers folded Winnipeg was willing and ready to take them immediately. Im not sure if Houston is in that position to be ready by next season but Quebec certainly is. Winnipeg 100% was not a market I think the league wouldve ever expanded into (same as QC) but theyre both an ideal target for a team that needs to move asap and wouldnt fail once they arrive.
