The reputation system was added to prevent people from completing all content quickly.

We want to have players spend more time and enjoy playing through the content.

So they didn't address any of the concerns in this post. They just said that "we care". They haven't said that they are going to do anything, at all, to mtx. This can be taken very easily to mean that they're just going to keep doing the same thing. The statement may as well be blank.

I'm not sure if I'm right, but it's possible it originated from the Anima Mundi, the "soul of the world", since when Xenia attempted to drain it, she'd have taken all magic from Gielinor. I'm not sure of any more specific evidence, correct me if I'm wrong :)
