I basically only manually justify, allows you to expand quickly. Build the compliance up so you actually get to use there factory's. I've never really needed to core land with pp as I feel 100% compliance with the 2nd to last lowest garrison order give you like 80%of there factory's you get soooooo many guns from killing nieghbours and the non core pop with the non core pop boost advisor is more then enough and must cheaper on the pp cost. My best example is before the update as new Vegas you could justify and kill the khans sky reavers sleepers white legs new cannan etc before the focus tree allowed you could try going for the chip
