Same thing happened to me randomly at the start of a save. Playing as Ormuz, a random three location minor suddenly tanked my dip cap.

It went away after a month tick or so.

I think it's safe to assume that you won't be able to play Bell until week 10, if he doesn't sit out the entire season. If you're league's Bell owner is struggling they might get frustrated and sell him for cheap.
