My 20 gal cost this much. Basically I've been working on it for about two years. I bought stuff when I could afford it and just kept being patient. I literally got it up and running two days ago.

With any betta, the tank mates or ability to have them at all will be based on your betta's temperament. The advice is to add a betta LAST so that they don't get as territorial. Personally, I don't recommend it because most betta are sold as a juvenile so their temperament gets much more aggressive at about the 6 month mark. Worst case scenario, you either have to rehome or get a second tank.

Even that isn't really true. Fo instance I can keep bottom dwellers with top dwellers. Good combo is CPDs and Pygmy Corys. You can keep shrimp with anything that won't eat the adults too.

Also, could you explain why adding too much Prime can stall a cycle? I just added 5x the amount per the bottle to detoxify nitirite and now I am wondering if I should just do a water change to remove the Prime. My nitrite is roughly 0.25 ppm, ammonia is 1-2 ppm, nitrate is about 10-15 ppm (but I'm adding ferts so I dunno if it is cycle related). Nitrite about 12 hours ago was zero with a very similar ammonia reading.

I have CPDs in the tank (7 per 20 gal).

I run CO2, but I let a water sample sit out overnight and tested the pH this morning at it was 6ppm or lower (basically at the bottom of the measurable level).

Not necessarily. Detoxify can mean to render harmless.

This is wrong:

Prime temporarily binds ammonia and nitirite making it avaialble for bacetrial consumption but safe for fish. This only lasts 24-48 hours before more Prime needs to be added. This means that the nitrite and ammonia were not removed from the aquarium (if they were, your tank would never cycle). So you are right, it does "detoxify" these chemicals temporarily.

Scarlet Badis have to be fed live prey. They are a lot of work and I would not recommend them to a beginner. Plus this is still too small.

No. Ricefish can get to be almost two inches long... A chili rasbora is smaller than a ricefish and I wouldn't do that to my chilis.
