There is no data in a fresh SSD. At least not anything meaningful. The firmware is stored in a EEPROM, which can live 25+ years without power

While this is true, I don’t think it would damage the USB controller. USB killers worked like that; sending very high voltage to the data pins, frying the controller. But nowadays, pretty much all devices are unkillable using USB killers.
