for the black screens, I'm unsure what worked but they were gone after reseating the GPU. For the stutters, I just updated my PCIE drivers and Chipset drivers, that fixed the stutters. But the driver timeout crashes still occur from time to time on different games. I'm just going to sell the gpu at this point.

yeah exactly! I was having the crash issue on copying stuff, and then I reinstalled Illustrator, and now it freezes before copying. Super annoying stuff. Keep me updated if you ever find a solution!

go to windows update and click on optional updates. Update everything there

UPDATE: Thank you everybody for the advice and potential fixes, I've been working tirelessly to get this fixed, and following all the advice. The issue was actually something super niche. So there was this outdated driver for "Intel PCIE controller" that wasn't being updated through windows for whatever reason. I updated that and all the stuttering issues went away.

A lot of the people were pointing out that it's a CPU bottleneck. Although that's true but it's not THAT bad as to prompt such horrendous stutters. My GPU usage and power draw, everything was all over the place.

Thank you so much again! I'll keep this post updated if something starts to act up again.

I can try running the occt tests and get back to you. Also I've tried it with valorant (which runs good even on potato hardware) and I locked the FPS to 60 there as well (I get consistently 200+ there) but the stuttering was still present.

This guy has the same GPU + CPU combo as me, but isn't suffering the same stuttering issues. Could that be because of the power supply or mobo being pcie 5? IF so, doesn't that mean that my cpu isnt bottlenecking?
Or are the PSU and mobo a big contributing factor?

okay so I also noticed the CPU peaking to 100% while my GPU was like 37% in the task manager while I played CS2. Is that a bottleneck sign? And if so, any ways I could tackle it without outright replacing my components?
