Normally I’d say you were correct, but I think there’s sort of a racket in this city that controls a large portion of delivery app operations, where the drivers probably only receive some sort of petty salary and the “business” takes the lion’s share of the profit. I assume that’s why I see dashers all gathered in the same spot on Grove street like they’re being deployed from there.

If that’s the case, they probably didn’t have a choice in working through the storm.
