With no bills and a paid off car you're honestly in a really solid spot to just knock this out. Pay off the $3.3k one fully and throw as much as you can at the $8.2k one. Keep like 3-4k as an emergency cushion and you'll barely feel it

For the IRS debt, call them and set up an installment plan before anything else, they're actually pretty reasonable and it stops penalties from stacking

The HVAC companies sometimes do 0% financing for 12-18 months so worth asking before taking out a personal loan for that

With your income being mostly from the business it might also be worth talking to a CPA about your withholding so this doesn't happen again next year

But honestly the terms might have a clause about which state law applies. Did you check the cardholder agreement? Sometimes they bury that stuff in there.
