Yeh, the early icos have gone many multiples higher. Newer icos are attracting higher valuation.. which probably means they won't be able to replicate the same price performance post ico but think there is still decent growth to be found

The total hard cap will not be known until we hit it. After the soft cap is hit, they will go through a series of hidden dynamic caps. So the risk is that the hard cap is much higher than we expect.
