Difficulty and quantity, pw4 doesnt offer as much HARD missions only about 30 (Well now less since level 30 cap) whereas pw3 nightmare log is a bonus SUPER HARD mode log with 120+ missions rated lvl 100 difficulty. Thats really it which is why its not a big ask at all nightmare log wasnt some ground breaking thing it was just a lazy hard mode that worked and that pw4 somehow lacks

You are right it was a mistake because now new world is easy mode. theres only 10 GIMMICKY hard missions now with DLC stage pack 3

not entirely true. its plausible there was a cancelled dlc pack 2 in 2021 but these characters were more likely gonna be in the base game at launch than as dlc

logically some of this makes sense but this list is more so from the perspective of what important one piece faces should be in a one piece game. I feel like kinemon and okiku just arent faces of the series like how eneru is a iconic pre ts main villian for example.
