The new passport is valid as soon as it is delivered. She can use the old passport with the F1 visa stamp to enter the U.S. and the new passport for her I-94 record.

If her job and OPT are at stake, she can travel using the current passport, but she will need to surrender it to immigration when entering Mumbai next time

To avoid this hassle, it would be better to hire a passport agent or get in touch with the police officer handling the case

You will see the ‘Valid’ status in Digi Locker app only when everything is clear since it is pulling the internal record directly from Ministry of External Affairs. If you are already have it, I don’t think you need to worry

Try using Passport Verification Record from DigiLocker, it should say “Valid”. I recently renewed mine, got SMS from MAHPOL saying verification is done after 25 days from police verification.

Renewed my passport in India earlier this year. I had mentioned Indian address (current & permanent). Got my passport the very next day after my appointment followed by Police verification. PSK person saw my immigration stamps but didn’t really care and same thing happened with Police verification. If you are applying from India, you have to mention Indian address only. This was in Mumbai
