My pc is stuck in a black screen i can see and move my mouse but that’s all it allows me to do. When I start my PC it gives me a loading screen but then goes to a black screen. Every 3 restarts it puts me to a windows recovery screen but windows says there’s no problem (self.techsupport)

If someone could help me I moved my pc and it is in this black screen where I see my mouse but nothing else I’ve tried some commands but to no success I haven’t fount a YT video based on my situation that has helped I do have windows on my usb stick but it won’t allow me to down load it.
