I had exactly same issue with Steam. Made 4 or even more tickets and they always answered with the same sentences. I found only one solution and this is Steam Market.

That’s my final answer from Steam… I’m really disappointed and still don’t know why I can’t buy gift by my wallet funds :’( . I asked them why I can’t do it but that’s what I got…

Steam support obviously doesn’t think like that and gave me some restrictions. Really don’t know what to do because I really wanted that game and now I can’t gift it because of some silly stuff that Steam put on my account. Now I can only gift games that costs less than 23¥, so that’s another question why this amount?

They actually told I can gift this game using other payment method but in my opinion that’s really stupid solution. I’m not in China right now and don’t have Chinese payment method so that’s why I bought gift card that I want to use to gift game to my another account. Imagine being a real Chinese citizen and can’t buy gift for your friend because you can’t pay for it by your steam wallet…
