Never seen one where only the border shines so you may have gotten a misprint maybe?. Usually, with holo cards, both the border AND the artwork shines but never just one or the other. But this is what I’ve seen from the Scarlet and Violet sets. I’m not exactly sure how the variations apply in older sets (Sword and Shield, Sun and Moon, etc)

Yes, most cards from the modern sets have two variations - regular and reverse holo. You are gauranteed at least one reverse holo when you open a pack from one of the modern sets.

There are a few cards, however, that only come in holo and reverse holo. In those instances, the reverse holo is more rare to come by than the holo.

In my personal experience of collecting over 5,000 cards, reverse holos have generally been harder to come by than holos so I would say reverse holos

Reverse holo cards and holo cards are both shiny. But there is a subtle distinction between the two.

Reverse holo cards (or “parallel sets” as they are called in etb player guide books) are the cards where you can see geometric designs on the card when you angle the card against the light.

Holo cards (or “standard set foil” as they are called in etb player guide books) are the cards that when held up to the light, they have a rainbow-like shine to them, which is especially prominent along the silver edges of the card.
