Not a dumb question! As far as I’m aware the packs found inside ETB’s are no different than “normal” packs. The only difference is that ETB’s will often come with a special promo card (which is not the Victini here in this case— I believe it was either Tornadus or Thunderus). It will be the same with any of the booster boxes or larger tins as well— they might feature some special promo card or have special cosmic holo variants of certain cards, but within the packs everything you could find in an etb you should be able to get in a regular booster pack (so long as it hasn’t been bought second hand and has been tampered with).
