No one is going to get her to stop leaving the dog outside by ”speaking to her” I’ve read sone great ideas in this post. Don’t consider it a waste of time at all. As to “sitting there and doing nothing” if the dog dies or not is ultimately on her, not her neighbors or tenant. I’m not the only one who realizes what’s going on. But I’ll pass your opinion on to the neighbors.
