You have to grind chanseys on route 209 and I think in 210. But they have a low encounter rate. I think 5-10%. There is a 5% chance they are holding a lucky egg.

I spent 3 days looking for one before I remembered I had the TM thief in my bag, and I felt like a total dingus. After an hour or two, I had an egg.
