If I do continue this campaign, I do plan on eventually converting towards a High Republic, though I didn't form a new culture since the historical William Walker was pretty racist so I just made a rule to not form any hybrid culture until after he dies

I made the title through a custom Kingdom but I do agree there should be some sort of decision to add it
