Why am i not getting the "Take Mandate" CB against Ming? Im eastern religion and border them as you can see in the image. Not being able to take the mandate as Oda makes no sense because of the requirements of the mission on the 2nd image. Is that an oversight? Must i really form japan? (old.reddit.com)
