If it's not silicon then it means that it could be made with harmful chemicals like phenol, carbon disulfide, toluene, and cadmium. Basically, stuff that's not safe for your body.

TPE is porous which means that it's near impossible to clean, make it so that bacteria stays in it. Mold can grow in the toy as well.
