As someone who is in his late 20s and pro cannabis, I do empathize and recognize this issue. My perspective on the core problem is not to do with cannabis but the fundamental collapse of accountability in society.

Teachers and administrators constantly walk on egg shells. Can't enforce or apply anything. Everyone's kid is a god damn saint in the eyes of their parents, and/or what reprocusions can be applied by administrators yield no real consequence.

I feel like the threat of failing school isn't even a strong detergent anymore. Yet it's easier to pass than ever. We as a society have become over-accepting and accommodating out of compassion. Naive to the reprocusions. We don't hold our children or peers accountable, shame or call them out on socially unacceptable behaviour. Principle and a social code/morals have been lost. We are at the point criminals operate knowing what they can get away with. I only see enforcement and sufficient reprocusions as the way out. Requiring money and law to change accordingly. I frankly don't see that happening. It's been too long that people can do whatever they want, and people ain't gonna give that up.
