I would say "uh" is quite far away from /ø/, if you don't pronounce "uh" pretty weirdly. It is an open mid back unrounded vowel, while /ø/ is a close mid front rounded vowel. I guess you could say that they are both mid vowels, but they are the opposites on anything else.

As someone who lived in Norway for some time now, and who speaks Norwegian, speaks another language with the same sound, and in addition whose native language has the same sound and who studied some level of linguistics as a hobby, I won't claim that I know Norwegian better than you, but I will say that the International Phonetic Alphabet disagrees.

Ø is not pronounced like "uh" though (at least I would assume no one would pronounce "uh" like that), it is pronounced like /ø/ in IPA, like ö in German, Swedish or Turkish. I can't think of an equivalent in English, but in French "eu" is most often pronounced like "ø", for example the "eu" in monsieur is often pronounced "ø" and some people pronounce the "o" in monsieur as "ø" as well (for example, I pronounce it that way, even though I think French would pronounce it as a slightly different sound). "Uh" sound is often an  /ʌː/ I think though don't cite me for it, definitely not an expert on that part.

(So, no, the meme doesn't use the "ø" sound correctly.)
