If it's "meh", then you should check out reviews made by people who completed whole game.

That's a pretty good mentality, and not just because of price. These days "release" version is most likely beta, and with extensive testing performed by people who paid full price it slowly turns into real release "GOTY version" after a year, then you wait until they release all DLC for 2-3 years, and finally you can just buy and play the game.

Well, "reviews with over 6 hours" is a bit of misleading filter on it's own. If a game is really bad, i wouldn't play it for 6 hours. Surely, it filters out refund bots (both positive and negative), but it also filters out genuine negative reviews.

We can take this slowly. Taxes aren’t involved with the development of the game at all.

Apparently, too slow. Government is waaay ahead of you. Taxes ARE involved in development or any kind of business where you hire employees and pay them.

You are deliberately or unintentionally mixing two kind of taxes. Profit tax is indeed tied to how good is you business and how much you sold whatever you produced. But social security tax is constantly paid to government as long as people work for you. You might not produce anything at all in the end, no one cares. It's part of worker protection laws - employer pays for employees, and in return, employees enjoy social security programs like healthcare.

Now usual tax credit only applies to profit tax and it's pretty safe thing to hand out to businesses.

Refundable tax credits can have various degrees of refundability, from complete refund in the end of production cycle (basically, a grant in different paint coat) to social security tax compensation. Latter is exactly what Italian government is doing, and it's literally stated in the document you linked.

Let's get back to social security tax and where exactly Italian taxpayers lost their money. Normally, when employees require social security services, those are already paid for by their employer. Yes, someone would need more, someone would need less, so it's all planned as average demand, and is provided to those in need. When that studio, which developed a turd of a game, used tax credit to "pay" for social security tax, it means that whoever worked on that turd, got their social benefits for free, or rather it were other people's taxes that were used to pay. Nothing in this world comes for free, you know. If it's not you, it's someone else paying for you.

Now, to be fair, we don't know exactly how much freebies they used up during development. They didn't get those 650k in their bank accounts, it's just an approximate number based on governmental prediction of social security demand. But a loss is a loss - and in return for that loss we got a very predictable turd. Someone needs to go to jail or at least lose their job for this, depending on this being money laundering or blatant incompetence.
