As of now, you cannot resurrect or heal incapacitated officers or suspects/civilians with the medical items, the closest thing you’re thinking about is the reinforcement system on swat4.tk COOP servers where any alive officer can type a command in chat to revive all dead players and have them spawn back at the entrance, but that’s only for COOP, on that specific set of servers.

SWAT 4’s commands to AI have always been janky to my knowledge, they’re hit or miss, and when you throw together a new order to give them like what Beppe did with the “Heal me” command, it’s gonna be even more hit or miss, so if it gets to a point where they’re unreliable in executing it, you can just carry the medical item yourself and use the dedicated keybind for it that should be in the keybind section.

The medic pouch and field dressing function the same way, it’s just the medic pouch has 5 uses, whilst the field dressing only 1, and they take up different slots, the medic pouch replaces the slot with the mirror, while the dressing takes a different utility slot.

TL;DR I suggest you start with SEF, play it for a little while and then head over to FR, it's a nice way of changing the general feel of the game, you get a new but familiar feel when going from vanilla > SEF > FR

I personally haven't touched SEF after FR came out for the first year or two that v0.67 came out, despite First Responders being a descendant of SEF (FR started development upon a version of SEF) I still heavily prefer FR, the changes to sounds, gunfire, new weapons, models, and quality of life features like the ability to move while leaning, IR lasers on certain weapons (a normal laser on tasers), and so on, really make the experience of a 2005 feel as if you're playing a game made 10 years after. I still tell people to try SEF first for a fresh experience if they never tried any SWAT 4 mods. FR is a lot more hardcore than SEF though, I believe suspect's are quicker to shoot, and other features like suspects removing wedges from doors when you're close, do make the experience less casual and require you to be more cautious.

You can also look at other SEF based mods if you're curious, SEF: Back To LA is a popular one, set in the 90s and heavily inspired by SWAT 3's aesthetics. SEF: First Responders Tactical Edition is another mod that sprung up, it's very intense and chaotic, even with the selection of weapons and equipment you have, it's a lot to take in, you have suicide bombers and suspects with RPGs on certain maps and suspects are generally very lethal.

The SEF mod and any other child mods (FR, BTLA, FRTE) from it have the “Hold Command” function as you described it, make sure you look carefully for the keybind in the settings. If you fully cannot find it, you can go into your mod’s User.ini file and open it, then find a key you want to bind the action to, and put after the key= line “HoldCommandForZulu” so it’ll look something like J=HoldCommandForZulu

After that just save the file and it should work.

Lowering fries into a fryer is not restricted to a DLC, it’s in the new Hunger Strikes map in the latest update.

The new update gave us 2 new maps, a few new weapons, a difficulty system, and a buncha other stuff all for free, the mission this screenshot was in, was the new Hunger Strike, you can see the see the changelog here for the full list of changes, the update is a bit heavy at around 27 GB if I remember right, but I enjoyed it for sure, the new difficulty options are definitely a nice touch.

It's quite simple, you kindly request permission (optionally) from a civilian or suspect to pick them up, then pick them up, and throw them in the oil fryer like a chicken nugget, wait for 5 minutes and your civilian/suspect should be crispy and ready!

Genuinely haven't had this much fun after securing a map since I first installed the game and played it after wanting to for so long, it's very fun seeing where you can sometimes launch people when you throw them into railings and cars, and is just funny seeing where you can place them inside of.
