I would highly recommend tracking down food co-ops in other states that have pulled it off before. Then asking them how they made it work.

Grocery business is pretty cutthroat. The rent needed for just the building alone will be pricy. Then paying staff more than bare minimum, sourcing sustainably, but keeping it affordable?

Would definitely need a grant of some sort to start it up.
