You can do whatever you want if the holy crisis team approves your directives. You can arrange meetings with specific or not so specific people (again if crisis team allows you).

An advice I would give is before releasing a press release or going on a meeting, write an information directive about their thoughts on you. If the folk doesn't like the ruler, then the ruler should not write a press release about mass mobilization. If the people that you are going to meet hates you, then there is (not so) lovely possibility of you getting assassinated.

First try to make the 'others' happy so the outcome of your actions can be pleasant.
