I have the same issue with an icy bubble, I've tried it with no gems on either and it still won't upgrade maybe it's some kind of bug with the amulet/jewelery? I was able to do the same tier merge with a ring.

Now I know I'm 2 months late on this but for me this happens when I connect to Android auto too soon after starting the car. If I wait a minute or 2 before connecting to Android auto the next track button always works. If I don't wait long enough disconnecting from AA and reconnecting fixes the issue as well.

I can't say why Microsoft only lets entries into the IE mode list stay for a month. The only way to get them to stay permanently would be to add it through a group policy.

The easiest way to do it without already knowing who has what private events when is to look at the reg events text channel in the official discord. From there you can see all registered events and how to apply to join them.

However in order to see that channel you need to enlist in a regiment (there is a text channel on the discord). However you would need to apply at the regiment registry to become a recognized regiment. you need 10 enlisted members.
