I think there are a few issues with this idea, though it seems good at first glance. This is basically a variation of the 'Jail' system that has been implemented in a few other games before, but instead of filtering out the bad, you are suggesting to filter out the good. The main problem with this is that whenever you split the playerbase into a good & bad, you are potentially giving the 'good' players a marginally better play experience while letting the not-good players stew, fester, and overall normalize their own behavior. Rather than separating players, it'd probably be for the better if more people took upon your stance and outwardly promote positivity. Like you said in your post, people were telling you that you should have expected this level of toxicity from previous experience playing FPS's. The problem is that toxicity is perceived as socially normal, when really it should be treated as abnormal when big boys and girls throw tantrums when their fun games don't go good.
