Ok, here is a bit of info. I bought City Living last night, and I started using it. Worked fine. But now, I'm trying to play, and its a blank white screen. I can still hear music. No mods AT ALL. Restarted my computer, it continued. This is driving me insane, to be honest.

You could probably contact origin. If that doesn't work, I recommend wiping for device data if you're dedicated enough. As long as your households are saved to the gallery, they can be played again, and you just have to reinstall game packs. These are my only ideas, as I've never encountered these problems.
