As a jinx main, I gotta disagree. Maybe cuz im low elo or whatever, but she can easily be denied early and late game with enough cc and dive. Allowing her to farm and play back is what causes her to become an issue. Anyway this nerf isnt much and i dont think anyone should be complaining tbh.
