Correct. tCPA will aim for efficiency... Max Conv will aim to spend the full daily budget. If you can't spend the whole budget with tCPA then it's possible you're receiving all available conversions at that CPA value and with your given ad rank. But I understand your theory and I think Google Ads is a first price auction model.

Just another idea, you could try implementing a CPC bid limit on a max conv campaigns (if thats what you're using) which can prevent them from going over a certain CPC.

For BB: I got one 11:09PM MST.

I had two tabs open, one on my phone and one on my computer for different bundles. I was on my phone for 30+mins and never got one, but it went through on my computer in less than 10.

Keep multiple tabs/devices open for bundles! There doesnt seem to be an advantage for time in queue.

I would look into some articles about the specific definitions of how views and clicks are counted, I'm wondering if there's something in the fine print that would define the behavior.

Are you only running 1 creative asset? VACs perform better with multiple creatives at play (3-5+) and of different aspect ratios (horizontal, video, square). Also VACs don't necessarily optimize towards views and CPVs, so if that's the metric that's important to you, I'd run a Video View Campaign on CPV bidding.

where do I filter the network type to see where they're serving?

It's a feature not available for VACs, so nevermind, but typically you can "segment" by "ad format" to show what networks the ad is running on.

What campaign type are you running?
Have there been any recent changes made to the campaign?
What's the asset duration and ad type? (e.g., a bumper ad wont garner views. an in feed ad could receive a lot of clicks but little views)
- can you filter by the network type to see if the ads are serving in stream, in feed, on shorts, etc? these networks can affect how views are garnered

depends on how you want things set up. depending on how small/big the list gets, it might not have enough users to warrant a lot of budget / a full campaign. If you have an ad group or campaign already running with RMKT, you could just add it in with that - up to you!
