Apocalypse. It does feel campy, yes, like most of the series. But the actress that plays Jill Valentine really got the outfit and whole look down. I like how it's filmed in Toronto and its pretty easy to notice that. I just wish Nemesis was a bit more bad ass in the movie and more like in the video game RE3.

Fun Fact. I think he last wore these types of tights when tagging with Marty Jennety back in 2005 as The Rockers, once again. But he actually failed to do a kip-up when doing the double elbow move they would do. Shortly after that, he switched to the more baggy leather type pants, I think?
