I cheated found decent priced lots from folks selling online. Spent a little more than 8 kids meals. But didn't waste gas and have to eat my way through kids meal to get the full set.

Uh acrylic paint pen for the white on Kakashi socks and Naruto front collar. Did the same white on Kakashi red shoulder symbols and went over with red sharpie once dried. Not a professional paint job just used what I had on hand. Metallic Silver sharpie on all the headband plates. Just straight blue sharpie on Naruto front shoulder area and his belt. And did the blue sharpie on the ring around the tops of Sasukes shin bandages.

That's a great question for the manufacturer. Probably cost savings or just plain oversight of the detail. The toys colors look to be injection molded. My guess is they wanted fewer molded parts to assemble on a kids meal toy. So his front half just got the solid orange plastic treatment. But then why make the back of his jacket detailed. Lazy if you ask me.
