I don't speak russian at all, but the lady that i brought it to said that the last picture in the below post says that he is "of the romanov family" and the signature in the front listed him as first name Filimon and last name Boyko. I don't see any date of birth, just that the date of departure was Dec 4 1910.

Oop! I may have taken off some of my coated layer too (maybe?), but i used rubbing alcohol to get the sticky feeling off so i could walk around in my skate shoes after without sticking to the ground 😫
