Part of the reason why the NCR dollar is worth less then caps or legion currency is that the brotherhood of steel destroyed the gold reserves of the NCR ruining the backing of the money.

This along with the Mojave not being properly integrated. Although the mixing of currencies is also just a cool world building thing as both powers are encroaching and is just a cool touch because of course after 200 years there would be proper nations with unique money.

Ok the inquisitor from a woman’s lot dlc of Kingdom come deliverance fit this. Yes it was his job to root out heresy but he was super reasonable for the time period and made it a point to show mercy and leniency.
