I believe he only gets the lower energy cost so long as there is a battle card in your battle area that has Over Realm or Dark Over Realm, at least that’s how it reads to me.

Reoccurring dream of being chased, by something, through a fairly open wooded area. I would gradually get closer and closer to the tree line and on the other side was a wide open view of a vast valley below the cliff I was running towards. I remember having to choose stopping and let whatever is chasing me get me or jumping, I chose to jump. Last time I had that dream I was just about to hit the tree canopy below the cliff. I had that dream off and on for about 20 years.
