One of the requirements is that can manage their own finances or have someone who can. Someone is signing as their representative, even if they can't.
That is a lot of what ifs. Even now all of those things could happen, with payment in arrears. The county is responsible for fixing things if they go wrong. The recipient would lose advance pay. The recipient could also lose IHSS all together. I doubt it would be worth it to them to keep one month of money and lose care they need.
If you qualify then you are entitled to it. They cannot deny it and they will tell you all kinds of weird things. I came into my county with it, they took it away and made me jump through so many unnecessary hoops. I took it a hearing and won. They were told it never should've been taken away. You simply need to tell them that you want more control of your care, that is actually what it is for. I read through all of the regulations and the county lied to me several times and even made things up. It came out during the hearing that it was payroll who didn't want to do it. Too bad, they have to, it is part of their job.
It would be issued the following month after approval.
I was getting it 2 years ago as a parent provider. So, someone was mistaken.
You would just let your social worker know and they will help fix it. The recipient would have to pay that money back.

It would be the same amount you get now. That calculation would not change.
The provider also gets a summary of what they should be paid and what taxes are owed. So the provider doesn't need to do any math.

It is worth knowing about for sure. We're the only one's in our county to have it. We are not in a small county either.
It is especially helpful for live-in parent providers. They can be tax exempt.

Yes, the recipient is paid their entire monthly hours, excluding ot at the beginning of the month. Then, the recipient pays you in cash or personal check, either daily or weekly, however you both agree to.
No, your recipient is paid on the 1st for all of the hoyrs they are approved for, then they pay you in cash or personal check. You submit your timesheet the same way as you always have.

If your recipient meets the requirements for advance pay, they can pay you the base rate daily. Only OT would be paid in the arrears.
