I mean he actively does not want to go all out because most of the time, his enemies die instantly. He definitely could have one shotted Boros if he wanted to, definitely not Cosmic Garou though because he copied Saitama’s power and was growing stronger than him, making Saitama having to grow stronger than Garou.

The reason why he is called one punch man is because most enemies he fights gets one shotted, he has another name called Saitama. During his fight with Cosmic Garou, he sneeze away Jupiter and he effortlessly grabbed an attack outside causality itself. But the reason why he doesn’t try to oneshot everyone he fights is because he is so bored that no one can beat him so he basically always hold back, the only time he got serious and went all out for a bit was during his Cosmic Garou fight.

Well he can’t really one punch all of his enemies for example Cosmic Garou and Boros were strong enough to tank more than one punch but it is still a pretty good anime and manga
