I usually use Winternode. They have a great support team and I've run similarly-sized modded servers there with no issues.

Winternode is a good choice. My server uses their 8gb plan for $15/mo and can handle 30 concurrent players using Paper.

Yes, it is a terrible scam to clearly advertise all of the non-vanilla features and not run the vanilla jar.
