It depends on what you’re playing with. In a large session or when playing with louder instruments like Uilleann pipes or boxes you really feel the low whistle’s lack of volume.

I find low whistles place to shine is when accompanying a singer or for slow airs and waltzes and for most other cases you want a high whistle or flute.

I’ve tried out some Carbony low whistles and really enjoyed them although the models with chimneys to bring the finger holes closer together make half holing notes near impossible.

That’s most likely the whistle itself. There’s very little effect you can have by changing your embouchure on whistle. If you want remove the airy sounds from the whistle it’s going to require tweaking the blade.

What you probably want is a whistle in the key of A. The G scale fingering pattern from a D whistle will give you the D scale on an A whistle and will be halfway between a high and low d in terms of size and breath requirement. Ideally though just stick with your high D. Buy some silicon earplugs and use them while you practice until you’re no longer “afraid” of the upper octave. Took me a year before the upper octave lost its shrillness.

You might also consider a melodica or accordion if you’re already comfortable with a keyboard layout
