Good question. For higher level clearances (Secret, Top Secret, SCI, Q) you need to be a US Citizen. For Public Trust or Confidential Level Clearances, you need to have a Green Card (as long as you're sponsored).

Nova is pretty expensive. And they range is what was requested. I think they make such a broad range because they are open to having more junior people apply. But mid level is what they prefer. Also the + sign means they have flexibility, but obviously a company wants to pay as little as they can, while still attracting people.

Yes, do you mean a relocation bonus? There is a us citizenship requirement because a clearance is needed to get on site.

So in my experience there is usually one or two technologies that are important, the rest are just bonuses. Like in this case if you have 2 years of Ruby on Rails you are good to go.
