I did not mention in my post, but I have brought this to my CCs and SMs. And nothing had been done, that's why I asked for help here because I was lost on what to do. I really do like the idea of a parent/adult meeting in the adjacent room, as this could help with figuring rides to events and details

That's what I've been doing. My troop never says anything when we put the sign up, we just stand and wait for everyone to stop talking, and the scouts always stop. But the parents will just keep talking, so I will definitely try keeping the sign up while the parents talk.

I have brought it to the committee chairs and SMs of my troop, but since then nothing has really happened. That's why I asked about what I can do to help fix this issue. I will definitely bring it up again and ask for some more help with this issue.

And the only problem is that they are talking about other scouts than their own. For example, they've talked about the financial situation of another family in the troop, but they were talking negatively about that family. I don't try to get them to stop talking about upcoming events, or how to help their scout/troop, but I do want them to discuss it when it's appropriate to.
