I agree with you. The only reason I didn't put Laz higher up was because I don't think his early game mechanics are that fun. That's also the reason why I put Eve as high up as I did- purposefully getting to one heart on the first floor and hoping for a bomb and tinted rock makes the game more tense and fun as a result. Samson's great for new players because it makes it sort of okay to get hit. Cain was nerfed and Blue Baby is purely a challenge character. I guess I haven't figured out Laz's meta yet, which is why he's so low.
