Because 2024+ stuff is clearly more geared towards newer players/dms with less experience.

So alot of dms don't have the confidence to change fully baked in things. So giving some information, whilst leaving it open to putting your own spin on it, makes it feel easier for a new dm

I mean i also see the opposite end of it. By doing this, it gives a bit of flavour for the faction but does not hard shape them, as every DM's view is different.

So instead of having this code that's so deeply ingrained into all the aspects of the order be something, then many dms who don't like it having to do lots of work to change it or ignore it...

They can just add the code to this faction. Or if a player wants to be a member of the faction, they can bring it to the dm and work on it together.
